high handlebars???

I keep seeing guys on Harley's with handle bars and grips so high that it looks uncomfortable. In fact, I say a guy to day with grips higher than his head.
What would drive someone to do this? This can't possibly be safe and must limit steering.
Anybody ever drive one like that?
